Coordinator in Chief Report
Working a lot on physical infrastructure here and for the church. Wants to see several nights of the week dedicated to more topics. Press up. Think what you know, think what other people know, and convince them to share it.

Minister of Finance Report
We added one member, lost 3 but most

Income: $1279

Expenses: Rent, basement, Registered Agent $1417

Net loss: $138.

We still have outstanding receivables from a member for around $1450.00

Anticipating a reduction in Internet Access fees.

Ben moved to accept the treasurer's report.

Dave seconded.

Ben raised concerns about there being a member who's exchanging goods without paying dues every month.

Serge asked about putting the expenditures on Google apps.

Tim responded that people were concerned about using Google apps, but he setup a mailing list to track expenditures.

Treasurer's report was approved without objection.

Minister of Information Report
Ironically, the minister has nothing to report.

Keeper of the MIBS Report
KMIBS asked people to sign the Bylaws Amendment approval from the bylaws amendment at the last meeting.

Serge W, PR Coordinator
Re-emphasizes that people need to alert him to events that are happening in the space.

There will be another reporter stopping by HacDC on April 27 to do a report. There was also a Washington Post reporter in the space April 13, 2009 and there will be an article this weekend.

Old Business
There was a question about sales tax.

Serge will have a handout.

Church Ethernet Project (Elliot Williams)
Elliot has met with the church several times about this lately. The church is going to pay for the hardware and wiring, up to $700, and we would provide the labor.

Dave wrote a really good post on Blabber about what the costs involved will be. Tim B said he has some 48 port managed Netgear switches.

It will take place April 25 (same day as RobotFest, but the church can do it then, so we need to work with them.)

We need to buy stuff for it soon, probably this week. An individual may buy it and be reimbursed by the church.

Basement Space Update (Dan Barlow)
Tim C offered to give an update. This weekend, people sorted and moved everything damageable by water off the ground. Today the space flooded, so it's good that that happened.

We need to work on the water issues, and then get the wooden shelving taken down in the upstairs space and move it for shelving downstairs.

Saturday the destruction will commence, so anyone available should come back in for that.

Martin made a motion to ask for $120 to buy 4 shelves for the basement. Tim C. 2nd.

Tuesday Night Seminar Series (Elliot W)
We need people lined up into the future or we need to can it. Elliot plans to relinquish the Tuesday night spaces, unless someone can step up and arrange events.

Todd offered to try to line up some speakers. Nick also offered to line up some speakers.

Ben motioned to make Todd the Tuesday Night Seminar Speaker Series. He will coordinate with other members to arrange speakers for the first Tuesday of every month.

Bylaws Change (Serge W)
Should we continue the process of changing some bylaws?

Serge moved to have a meeting to discuss the bylaws changes.
Ben seconded.

Unveiling/Call for Help of new HacDC Website (Ben S)
Access to Church Calendar (Serge W)
The church calendar is gone. It has moved to an electronic calendar.

Elliot mentioned that Brian's email is on the website, as is the calendar. If anyone needs church space and it looks free, feel free to talk to Brian, or run it through Elliot.

501c3 Application status (Nick F)
The application is half done. Nick plans to finish it this week.

The application is on the wiki in sections for discussion. There should be significant discussion on the issues before the application is finalized.

Rather, it is a "project with advance notice at least one quorum-achieving meeting prior to its start, administrative overhead, and a papermonger to ride herd over the whole thing".

I like to remind people how expensive volunteer labor really is. It's also fickle. This policy would have the effect of biasing the process towards those members who revel in paperwork, and against, well, everyone who's ever actually accomplished anything for HacDC.

By my reading, if this policy had been in place from the beginning:

No shelves would have been built. Not only did the total expense for lumber and hardware (and the circular saw) exceed $100, but it was all purchased in drips and drabs when the need for it became apparent. Even supposing that there HAD been frequent quora to approve budgets, I wouldn't have undertaken the project because I am allergic to paperwork. If you find someone else who has a fondness for administrivia, a hand for carpentry, and a few hundred hours a month to dedicate to HacDC, by all means, send 'em over.

The Patent Examiner's stuff would've been passed up. Renting the van was a chunk of change, and I believe it was reimbursed. (I'm not sure of that, however.) Regardless, it came out of nowhere on very short notice, and no instant quorum was available to approve it.

HackersMart would not have happened. Yes, the idea was mentioned some time in advance of HOPE. But it didn't take clear enough shape to actually put together a budget for it until much later. Purchasing parts was already delayed so far that one order didn't arrive in time, and that's with no additional paperwork overhead. The pegboard display wall wouldn't have been built, since I didn't know what it would consist of until I was halfway done building it. And did you notice that the pegboard was carefully sized for reuse, enabling the Components Store display wall to pop up with zero additional purchases? I think that's good value for money, but I wouldn't have done it if there'd been hoops to jump through. Who would have?

Again, this policy would restrict such activity to only those individuals who can write up a detailed and complete BoM prior to beginning work. So far, I think everything that's actually benefitted the space has been done by individuals and in circumstances that this policy would block.

Bureaucrats beget bureaucracy. I oppose this trend as strongly as an absentee member can. Every bit of effort, every speck of sawdust, every drop of sweat I shed on behalf of HacDC is insulted by this proposal. Myself 19:58, 7 August 2008 (UTC)

A decade ago, Ben Stanfield found himself at the intersection of politics and technology as he wandered nomadically around the country managing congressional races. But when he moved to DC 6 years ago, he found that the intersection had become, in the grand tradition of L’Enfant, a circle where politics and technology were joined by science, photography and a host of smaller side streets of interest. These days, he works as a Macintosh Server Administrator (Yes, there really are Macintosh servers.) for a large genetics-focused governmental health institute in Bethesda. In his spare time, he's an avid photographer, charter member at HacDC, and serves on the Board of Directors of the Columbia Heights Youth Club. In 2005 he founded of Draft Obama, a national grassroots movement to convince Barack Obama to run for President. (It worked.)
Proposal
With the recent -redacted for privacy review- donation, it's obvious that HacDC is now the recipient of some unusual, historical, and unique items. To honor Mr. -redacted-'s memory and preserve the unique nature of his gift, I propose to create The HacDC Museum of Technology, and within the museum the -redacted- Collection of Telephony, curated by HacDC membership.

Because of space concerns, I envision a locked storage box to collect artifacts suitable for the museum that are off-limit for use in projects, but available for examination and research by the membership. Because a storage box is not precisely the ideal for a burgeoning museum, items will be photographed, videod, catalogued, and available to the general public via a website or wiki.

As an organization, HacDC has designated several areas of concentration. The museum will fulfill several of the specific purposes of the Bylaws, including:

* Collaborate on all forms of technology, culture and craft in new and interesting ways.
* Apply the results of its work to specific cultural, charitable and scientific causes.
* Freely share its research and discoveries, using what is learned to teach others.

Initial items for the collection include:

* Scientology eMeter (perhaps the one Scientology submitted to obtain the patent)
* Lineman's handsets
* Blue Box
* AT&T Reference Manuals
* Historical Books
* Korean War Era Military Field Phone (working condition, sound great over 1000' of wire)
* Slide Rules
Ben Stanfield proposed this project.
As this project required specific earmarking of present HacDC resources subject to the discretion of its participants, it required membership approval.
This project was approved at the June 17, 2008 member meeting.

Hacriculum is a collaborative effort to develop a comprehensive "hacker curriculum" that can help to shape well-rounded, imaginative, curious, and bright people into the hackers of tomorrow by focusing on key concepts that hackers, makers, and inventors value; Concepts like those codified in Stephen Levy's Hacker Ethic: sharing, openness, world improvement, and the technological creation of art and beauty. The hacriculum will eventually include material appropriate for all levels, including K-12, as well as higher education and adult students. The project is wide in scope and initially is being considered in several stages.
Expected Timeline
Phase 1: Development
During the development phase, contributors will establish an infrastructure for collaboration and begin to brainstorm thoughts about how to approach the project. Broad overviews of grade and subject matter will begin to be prepared, and some initial courses will be pilot tested.

The specific idea of a "hacker curriculum" isn't terribly unique, I've found. It seems to be on the tip of a lot of minds, but not something anyone has actually moved from concept to completion. As I've mentioned the idea over the past few weeks, each time it seems like the response is "ooh, I've been thinking about things like that," or "I've got a great idea for how to do that."

For me, it started several years ago when a friend asked me why there wasn't more science fiction in high school and college English classes. After an extended discussion on the idea, it was left to percolate in my brain for quite awhile, until a casual discussion at HacDC turned to schooling experiences as another member and I swapped stories of our different paths in K-12 schools. That led to a discussion of the Hacriculum idea, and the initial plan presented above. Several weeks later, in a discussion with an NYC Resistor member, the topic of a hacker's booklist came up again, and I got a chance to share some of the ideas for the Hacriculum.
And then, on July 29, 2008, other HacDC members began to discuss rudimentary programming technique classes for kids (and adults), and on the same day Hacriculum.org was registered and this wiki began.

Phase 2: After school and weekend short courses for teens and adults
Phase 3: Home schooling and Independent Study Lessons
Phase 5: Expansion
This Dues Waiver is scheduled for consideration at the June 17, 2008 member meeting.

Nick Farr, Minister of Finance and longtime friend of Nate B's is proposing this dues waiver.

Summary
Approve a dues waiver for Nate B through January, 2009. This waiver would relieve his standard obligation to pay dues and allow him to continue to contribute as a bona-fide member of HacDC. Since the waiver is based on merit, not hardship, it is subject to member approval.

Justification
For the past two weeks, Nate has dedicated nearly every waking moment to infrastructure development of HacDC. He has built one wall of shelves, reinforced the other, purchased all manner of improvements for the space (boxes and bins, drawer hardware, etc), contributed to the wiki, promoted HacDC at the DC 2600 meeting, and pretty much done everything in his power to make sure this venture succeeds and thrives.

More from Nate: "I will return home to Detroit sooner or later. After another few days, probably. And I don't know when I'll be able to visit DC again. (But there's a chance it'll be nearly immediate; I'm having a blast!) I think I've contributed plenty of sweat equity, and I don't think a regular monthly paying membership is appropriate in this case. But I would like to legitimize my presence in the space, and on the mailing list, by requesting a membership with waived dues."

Precedent
I believe Nate's activities in furthering HacDC's development set a very strong precedent for when and why we would grant a dues waiver. Nate's overall economic sacrifice in coming to DC from the Detroit, MI area in addition to making HacDC effectively a full time job for two weeks sets the golden standard for work in lieu of dues.

Nate B's Biography
Nate has been active in the community for 12 years, primarily through the Michigan 2600 group. Nate's first contribution to HacDC was printing dot-matrix banners for our display at Notacon, and he's been interested in finding out what it takes to start a hacker space. It's a subject he's been interested in for some time, and he's very interested in opening some sort of community workshop in the Detroit area, where he lives.

Support
I fully back this proposal, Nate has contributed prodigiously to HacDC. - Bjorn 01:16, 12 June 2008 (UTC)

I too support this proposal. - Katie 02:27, 12 June 2008 (UTC)
I rise to support the Minister of Finance's proposal. Ben 04:39, 12 June 2008 (UTC)
